Mr. Douglas R. McLaughlin, Attorney

Doug is a Wyoming native, raised in Sundance. He received his Bachelor of Science from the University of Wyoming in 1974 and Juris Doctor from the University of Wyoming - College of Law in 1977. Doug was admitted to practice law in Wyoming in 1977 and is admitted before all Courts in Wyoming, The United States District Court for the District of Wyoming and the Tenth Circuit Court of Appeals. In 1977 Doug began practice in Riverton, Wyoming. In 1980 he moved to Douglas, Wyoming and opened a law partnership there. In 1992 Doug moved to Casper where he currently has his office and has limited his practice to Wealth Preservation Strategies, Estate, Tax and Charitable Planning, Real Estate and Business Entity Formation.

Doug is a Member of the Wyoming Bar - Trust and Probate Section; The American Bar Association - Real Property, Probate and Trust Law Section; The Central Wyoming Estate Planning Council; WealthCouncil and the Wyoming Estate Planning Advisory Council (WEPAC).

The Wyoming Estate Planning Advisor Council (WEPAC) examines problems in the laws that impact estate planning in Wyoming. WEPAC has proposed several changes in laws affecting estate planning to the Wyoming Legislature. Many of the changes WEPAC has proposed have been adopted into law including the Uniform Trust Code, the Uniform Principal and Income Act, the Wyoming Close LLC Supplement and amendments to the Rule Against Perpetuities. Most recently Wyoming Unitrust Act and numerous amendments to the Wyoming Uniform Trust Code that permit self-settled trusts or domestic asset protection trusts were adopted in law. Doug as a founding member of WEPAC has been very active in the organization. Doug has authored or collaborated on behalf of WEPAC in drafting most of the legislation proposed by WEPAC.

Doug has also been the instructor for several continuing legal education (CLE) programs for attorneys. Doug was a featured lecturer at "HOW TO DRAFT WILLS & TRUSTS" sponsored by the National Business Institute and "WYOMING ESTATE PLANNING" sponsored by Lorman Education Services. In June of 2003 after the Wyoming Legislature passed the Uniform Trust Code and amended the Rule Against Perpetuities, Doug and a colleague provided a CLE course for the Greater Yellowstone Law Institute on the "UNIFORM TRUST CODE AND AMENDMENTS TO THE LAW ON THE RULE AGAINST PERPETUITIES". In September of 2003 Doug was a co-speaker at a CLE seminar sponsored jointly by the Wyoming State Bar and the Southeast Estate Planning Council on the "UNIFORM TRUST CODE, THE RULE AGAINST PERPETUITIES AMENDMENTS AND THE UNIFORM PRINCIPAL AND INCOME ACT". In 2007 the Wyoming Legislature amended the Uniform Trust Code to allow spendthrift or domestic asset protection trusts and passed the Wyoming Unitrust Act W.S. §§ 2-3-901 through 917. Doug and a colleague who co-authored this legislation provided a CLE course for the Wyoming State Bar at 2007 annual meeting entitled "TRUST AND ESTATE PLANNING: CHANGES TO THE WYOMING UNIFORM TRUST CODE AND OTHER TRUST STATUTES". Doug has also taught continuing professional education (CPE) courses on several occasions for CPAs and insurance and financial professionals.

Doug has been the guest lecturer at Casper College since 1997 for Wills, Trusts, and Probate portion of the Paralegalism II course. The Paralegalism course is a requirement for students seeking an Associates Degree as a Paralegal. Doug has also lectured on estate planning for Eastern Wyoming Community College of Torrington, Western Wyoming College in Rock Springs. Doug also teaches Estate Planning for the Wyoming Trial Lawyer's People's Law School in Casper.

In 1986 Doug was a Legal Delegate for the People to People Program Ambassador Program that was hosted by the Peoples Republic of China, Hong Kong and the Republic of China. Doug and other delegates lectured at numerous law schools on the Common Law and the American system of law. They studied the legal systems of the host countries and compared the American legal system and the Common Law to the legals systems and laws of the host countries. As guest of the respective governments the group was afforded extraordinary access to the workings of the legal system of each host country. Each of the members gained unique insight to the working of the legal system of each of the host countries visited.

Doug is very active in the community. Doug has served on the board of directors for both the Douglas and Casper Rotary Clubs. Doug also severed as President for each of the Clubs. In 1986 Doug received the Rotary Foundation Service Award for his service as District Chairman for PolioPlus. In 1987 Doug received Rotarian of the Year for District 5440. Doug also served as State Chairman for the March of Dimes. Doug recently served the Board of Directors for the Casper Area Community Foundation and as Board President. The Casper Area Community Foundation is an affiliate of the Wyoming Community Foundation.
