Mark A. Sullivan, Attorney

Associate, International Law Group.  Mr. Sullivan concentrates his practice in the areas of export compliance law, international trade law, customs law, and international taxation.  In the course of his practice, Mr. Sullivan advises U.S. and foreign clients on U.S. export control laws and regulations, (including the International Traffic in Arms Regulations, the Export Administration Regulations, the Foreign Asset Control Regulations, Anti-Boycott Regulations, and the Census Regulations), U.S. import laws and regulations (including the Customs Regulations and the Bureau of Alcohol, Tobacco, Firearms, and Explosives Regulations), international economic sanctions, trade embargoes, and free trade agreements. 

 Representative Matters

• Preparing export license applications for client submissions to the Directorate of Defense Trade Controls, the Bureau of Industry and Security, and the Office of Foreign Asset Controls;
• Drafting Manufacturing License Agreements and Amendments, Technical Assistance Agreements and Amendments, Advisory Opinions, General Correspondence, Commodity Jurisdiction Requests, Commodity Classification Requests, Export Compliance Audit Reports, Voluntary Disclosure Letters, and Customs Rulings;
• Counseling clients in establishing export compliance programs for defense articles and dual-use items, technology and services, and the employment of foreign nationals;
• Assisting clients in conducting investigations and internal audits of potential violations of U.S. export control laws and regulations;
• Conducting due diligence investigations of potential merger and acquisition candidates' export compliance activities; and
• Writing agency, distribution, equipment lease, and sales agreements.
