Army Secretary, federal litigation challenging authority to mobilize reserve officer who already completed his full military service obligation. 2003 Baby Doe v U.S., Obstetrical neglect in Army hospital, Federal Tort Claim resulting in $700,000 settlement. 1999 Baby Doe v U.S., Federal Tort Claim for obstetrical negligence in Army hospital resulting in $3 million settlement. 1993 Invited to testify before the US House Armed Services subcommittee concerning taking of "war trophies" by US service personnel during armed conflict, Gulf War I. 1988 Plaintiff's counsel, May v. Gray, 708 F.Supp. 716 (E.D.N.C. 1988), and prevailing party in federal litigation affording US service members 5th Amendment right to administrative hearing prior to punitive separation from active military service.
