David Baker | Atlanta Government Lawyer

Dave Baker specializes in regulatory compliance and government affairs. His clients include Internet, communications, energy, manufacturing, transportation and unmanned aerial vehicle companies. He has represented clients before Congress, state legislatures, local governments, federal and state agencies, and federal courts, including the United States Supreme Court.
A former Commissioner and Chairman of the Georgia Public Service Commission, Dave led efforts to bring competition to telecommunications, electric, natural gas and transportation markets in Georgia. He chaired the PSC’s Telecommunications Committee and was appointed to the NARUC Communications Committee and the FCC’s Federal-State Joint Board on Universal Service.
Dave served as Vice President for Law and Public Policy at Internet provider EarthLink where he led government affairs on matters including broadband, copyrights, data security, Internet tax, media mergers and privacy. He testified before Congress and represented the company before the FCC, FTC, NTIA, DOJ and federal courts, including the United States Supreme Court.
During this time, he served on the Boards of the Universal Service Administrative Company (USAC), the U.S. Internet Service Providers Association (US ISPA), the Georgia Electronic Commerce Association (GECA), and various telecommunications and technology task forces. He was a contributor to The GigaLaw Guide to Internet Law.
Later, as Counsel for Government Relations and Regulatory Compliance at GE, Dave managed energy and environmental compliance with the DOE, EPA, other federal and state agencies, ensuring successful product launches for two consumer businesses.
Dave continues to represent clients before state and federal legislatures and agencies. He is a member of the Technology Law section of the State Bar of Georgia and is co-chair of the Atlanta Chapter of the Federal Communications Bar Association (FCBA).
