He earned his BA in Economics from the Ohio State University in 1992, and a Juris Doctor from the University of Toledo, the School of Law in 1996, where he was a member of the Moot Court Board.

Louis has a Hispanic origin; his parents and four brothers were born in Colombia, South America and immigrated here to Cincinnati in 1963. Louis was born here in Cincinnati, Ohio. He grew up between Colombian culture and American culture, which offers an understanding of the importance of respecting all cultures.

From his first days as a child, Louis's family always thought he should be a lawyer because he liked to discuss all the points. However, Louis decided to follow the path to a career in the area of ​​psychology. In 1982, Louis began his university career in medical school and interned in the psychology departments of several hospitals in the Youngstown area. He also worked with MR / DD adults in the group home environment and with MR / DD children and adolescents in the camps. Louis witnessed several unjust events during his time in the field of psychology that gave him the desire and passion to change the laws, resulting in a career change that took him to law school in 1992.

Louis is not just a man of law, he is a family man. Louis and his wife, Gloria, met in Colombia and soon after they got married in Ohio in 1995. They have two wonderful children, Alejandra and Luis. Alejandra, who has a passion for music, languages ​​and the world, is currently in her first year of college studying International Business. She has already traveled to Spain, Portugal, Colombia, Canada, Mexico, China and France. Luis is an athlete who loves mathematics and plays soccer and is in 9th grade. Louis is an active member, supporter and admirer of his children's activities.

Louis is a firm believer that the community must be well informed of the law and the rules to avoid problems. Organizes and participates in community meetings where he gives general information about current legal issues and offers free advice. Louis is also a founding partner of Conoce tus Derechos, a not-profit corporation dedicated to providing legal and free education and representation to immigrants, as well as being a founder and officer of The Latino Coalition of Southwest Ohio, a not-for-profit dedicated to improving the communication and understanding between the Hispanic Community and Law Enforcement, and finally a board member of La Amistad, a not-for-profit dedicated to residential rehab and affordable housing. Even more, Louis can be tuned into on Saturday mornings 9:30-10am on La Mega 97.7 FM (Cincinnati) and La Mega 103.1 FM (Columbus) and also on Facebook Live, during his "Know Your Rights" radio show. It gives listeners the opportunity to ask questions and educate themselves about a legal system that for the majority is unknown.
