Cutter graduated from Texas Tech University in 1974 with a degree in Animal Science. He graduated from the University of Tulsa College of Law in 1991. Since then, his law practice has focused on business planning and litigation, oil and gas, estate planning, and agricultural matters at state and federal levels.
