Chief of Military Justice: Responsible for staff of 5 paralegals and 2 attorneys and 1 court reporter.
- Responsible for assigning, advising and assisting trial counsel.
- Ensured timely processing of all criminal trials from investigation through appellate process.
- Marshaled docket of 30+ courts-martial, the second-busiest docket in the Air Force.
- Closed out all Air Force trials derived from infamous FBI sting operation involving 15 active duty Air Force members and 90+ other defendants in various Government positions in southern Arizona who were actively trafficking thousands of kilos of cocaine. Ultimately prosecuted 11 members who were still on active duty, stationed all over the world, and worked through the Secretary of the Air Force to recall one recently retired member. All were successfully prosecuted and convicted in Tucson, AZ.
Trial Counsel in Military court: Responsible for prosecuting assigned cases against military defendants. Prepared all aspects of trial to include witness interviews/preparation.
--Fully litigated four courts-martial between Nov 06 and Jan 07. Two were complex, witness-only cases and two others were science-based cases where cocaine abuse was alleged. All four courts involved motion practice and were tried before jurors where we litigate in two parts: first on culpability, then on proper sentence.
Legal Assistance Attorney: Daily responsible for assisting military, dependents, retirees and their dependents with questions regarding all civil matters.
--Consistently lauded by clients for customer-first attitude, detailed explanations and supportive assistance. In many cases assisting beyond the initial client consultation by reaching out to sister-service agencies and making contact with appropriate individuals to resolve legal disputes.
--Assisted over 430 clients during tenure at Davis-Monthan Air Force Base. Prepared nearly 1,000 documents.
Chief of Claims: Responsible for staff of 5 paralegals and one civilian equivalent.
Oversaw (1) administration of 300 personal property claims against the Government by employees, (2) collection of $250K in hospital recovery claims on behalf of the Government where a third party was at fault, (3) collection of $7.7K in Government
Property Damage claims on behalf of the Government where a third party was at fault, (4) investigation and settlement or denial of $1.5 million in tortuous claims against the Government by individuals and insurance companies.
VWAP Coordinator: Responsible for mitigating physical psychological, and financial hardships suffered by victims and witnesses of offenses investigated by Air Force authorities; foster cooperation of victims and witnesses within the military criminal justice system; and ensure best efforts are made to accord to victims of crimes certain enumerated rights afforded by the United States Code.
- Oversaw the proper assistance of 5 sexual assault victims including one complex case involving 4 victims from one alleged offender where the pattern indicated predatory, planned attacks.
- Able to think outside the box and coordinate response to each victim according to unique circumstances surrounding victim/crime/alleged offender.
Langley Air Force Base, Hampton, Virginia
Jul 2002 - Jul 2005:
Special Assistant United States Attorney for the Eastern District of Virginia (the famed “Rocket Docket”): Practiced before the District Courts of Newport News, Norfolk and Richmond.
Responsible for prosecuting civilians charged with committing crimes on Langley Air Force Base at docket held twice a month.
- Worked several high-profile cases including a murder, child neglect and stolen identity. Securing convictions in all cases and even obtaining 100 days of confinement in child neglect case.
- Handled approximately 10 - 20 cases each docket from petty to misdemeanor offenses.
- Litigated 5 misdemeanors and approximately 15% of all petty offenses.
- Conducted 3 grand juries which all resulted in indictment.
Trial Counsel in Military court:
Prosecuted 11 cases while at Langley—four of which were fully-litigated. One member who failed to deploy as ordered, a rehearing on a child pornography case that was four years old, a science-based cocaine abuse case, and a spousal rape & imprisonment case. All cases require litigation at sentencing.
Legal Assistance Attorney
During tenure at Langley assisted over 1,380 clients and prepared nearly 3K documents. Spearheaded campaign taking legal assistance to the runway while troops prepared jets for immediate departure overseas.
Chief of Torts: Oversaw staff of 4 paralegals.
- Investigated and closed out 29 torts and paid out less than .5% of amount claimed.
- Developed theory that resulted in $10 million tort being dismissed with prejudice in US District Court upon motion for summary judgment.
Chief of Legal Assistance & Preventive Law: Responsible for scheduling 93 hours of legal assistance per week for staff of 13 attorneys where goal is to meet all client needs.
- Revamped program during time of war where command mobilized 700 personnel in one-week period for indefinite period of service overseas.
- Assisted and advised military members with tax-related issues, wills and powers of attorney, landlord/tenant and other Servicemember’s Civil Relief Act issues.
- Implemented online program used to track legal assistance numbers. Also, updated 30+ handouts and added two new preventive law handouts which are now easily accessible in person or on the secure web.
Legal Advisor, Accident Investigation Board: Hand-selected to be JAG advisor to Colonel on F-16 accident investigation team of six members which resulted in the total loss of aircraft. As a member of the investigating team, I was able to successfully conduct all interviews and coordinate transcription and preparation of voluminous public report where the cause of the accident was determined within 30 days and based solely upon physical evidence found at the crash scene.
