About James

Jim Blume was licensed to practice law since 1975 and has practiced in Dallas County since 1980. His original practice was with the State Comptroller’s Department under Bob Bullock. He held the offices of Director of Claims and Associate Deputy Comptroller, supervising all the attorneys and administrative law judges. As a result, he is a published expert on sales tax and administrative procedure.

Since 1982, Jim has represented automobile dealers who now represent a significant percentage of the firm’s clients. The firm represents hundreds of dealers across the U.S. in major litigation.

Since 1990, Jim has been a member of the Supreme Court’s Unauthorized Practice of Law Committee and was its chair from 1991-1998. The Supreme Court has continued to reappoint him, and he is a published author on the unauthorized practice of law and legal ethics. He has also served as an expert witness on these topics.

Besides serving the profession on the Unauthorized Practice of Law Committee, Jim has served as an Assistant Disciplinary Counsel for the State Bar of Texas and its Chief Disciplinary Counsel. He has represented the State Bar in several high profile grievance cases.

Since 1988, Jim has represented large church bodies including the regional bodies of the Christian Church (Disciples of Christ) and the United Church of Christ. This representation has included non-profit corporate issues, litigation, and internal church processes related to ministerial standing and similar polity issues.

Jim also is a licensed mediator and a member of Dallas Bar Association Mock Trial Committee. He has written or co-written a number of complex mock trial problems, including the one used in the 2007 National Mock Trial Tournament.
