Carl G. Whitbeck, Jr. practices primarily in the areas of municipal and public authorities law, real estate and land use, environmental law, employment law, commercial law and economic development, probate and estate planning, and municipal and public authority finance.

Mr. Whitbeck assists clients in connection with all areas of municipal and public authorities law, including development, planning, district formation and management, permitting, and labor matters.   Mr. Whitbeck acted as corporation counsel to the City of Hudson from 1980 to 1999, and acted as town attorney for the Town of Greenport from 1986 to 1995.   Mr. Whitbeck also acted as Columbia County Attorney in 1988-89 and is now the Athens town attorney in Greene County.

Mr. Whitbeck has many years experience advising municipal, corporate and not-for-profit clients on employment and labor matters, including the Fair Labor Standards Act, the Americans with Disabilities Act, discrimination matters and traditional labor relations issues including the negotiation of numerous public employment labor agreements.

Mr. Whitbeck has provided general and special counsel services to public authorities, including industrial development agencies and other authorities.   Mr. Whitbeck now represents the New York State Bridge Authority as its general counsel. 

Mr. Whitbeck has been involved in a number of industrial development revenue bond financings as issuer's counsel and developer's counsel.  He also assists not-for-profit corporations with their tax-exempt financings.  Mr. Whitbeck assists municipal clients in compliance with the Local Finance Law. 

Mr. Whitbeck has many years of experience in real estate development and commercial matters.  He assists many clients in the purchase and sale of residential and commercial properties.  He also has many years of experience in land use issues and planning and zoning matters.  He has advised clients in the establishment and management of homeowners' associations.

Mr. Whitbeck acts as environmental counsel to public and private clients.  He has assisted clients in completing the necessary proceedings under SEQRA, and has assisted clients in opposing siting of certain facilities.  Mr. Whitbeck has assisted municipalities in the development of watershed protection areas and supervised environmental litigation involving permitting and landfill closures.

Mr. Whitbeck represents many not-for-profit clients in connection with their operations and projects.  He has represented the NYS Association for Retarded Citizens, Columbia County Chapter (COARC) since 1974, and he represents the Rudolph Steiner Foundation and Camphill Village. 

Mr. Whitbeck has significant experience in economic development and project development finance.  He has represented the Hudson Development Corporation, the Columbia County Local Development Corporation, Team Hudson Valley, Inc., and the National Development Council in connection with their development projects and loans.  He has assisted clients with loans involving the New York State Job Development Authority, the New York State Urban Development Corporation, and the United States Small Business Administration as well as numerous federal grant programs through the U.S. Department of Housing and Urban Development.

Mr. Whitbeck counsels individual and fiduciary clients in connection with estate planning and administration and elder law matters. 

Mr. Whitbeck serves on a number of community boards, including the Hudson Home for the Aged.

Mr. Whitbeck has provided pro bono services to indigent plaintiffs leading to the firm being awarded the New York State Bar Association President's Pro Bono Service award in 1991.

Mr. Whitbeck is a member of the Columbia County and New York State Bar Associations, and is a member of the Environmental Law, Trusts and Estates, Real Estate, and Municipal Law Sections of the New York State Bar Association.

Mr. Whitbeck received his J.D. degree from Albany Law School of Union University in 1974, and his bachelor's degree (history) from Williams College in 1970. 

Mr. Whitbeck is also the firm's managing partner.
