About Carmi
Carmi Rapport has been engaged in the general practice of law for over forty years with broad experience in trial work, real estate, business law, municipal law and probate and estate planning.
For many years Mr. Rapport served as general counsel to the Hudson Housing Authority and was instrumental in its original establishment and the development of the Authority at its inception. His work for the Housing Authority covered a wide spectrum of activity, including the administration of the original construction projects and later the day to day administration and implementation of regulatory guidelines.
Mr. Rapport served as counsel to the Town of Greenport and assists in the varied day to day functions as town attorney. During his tenure, he was responsible for the formation of a sewer district, and supervised capital projects for the water pollution control plant. Similarly, during his tenure, the water system districts were expanded and major capital improvements were completed.
Mr. Rapport has served for approximately twenty years as general counsel to the City of Hudson School District. During this period he has managed the prosecution of numerous claims on behalf of the School District and with the trial assistance of his partner, Victor M. Meyers, recovered approximately $600,000 for defective architectural services on the construction of the new high school. Mr. Rapport has also managed several major construction projects of the Hudson City School District including capital expenditures for several millions of dollars of capital construction. This work included the supervising of bond counsel, preparation and negotiation of construction contracts, and overseeing construction contract management. He has been engaged in numerous dealings with architects, engineers and other professionals doing work for the Hudson City School District.
In the field of business law, Mr. Rapport has managed, supervised and concluded many multi-million dollar sales of businesses, including significant complex transactions involving corporate financing, corporate restructuring and franchising law.
In the field of real estate, Mr. Rapport has supervised the sale and purchase of thousands of acres in numerous transactions involving others in New York State, New England and Florida. He has extensive experience in real estate matters and title insurance problems. Mr. Rapport manages the firm's registration program for real estate registrations with the Attorney General of the State of New York. Mr. Rapport has been involved as owner, developer and advisor on real estate matters, real estate development and construction projects.
In the area of trials and litigation, Mr. Rapport has handled numerous civil and criminal trials in the State Courts of New York as well as proceedings in the Court of Claims, and he has also participated as trial attorney in arbitration proceedings and special administrative proceedings.
Mr. Rapport has served on various community boards including Member and Chairman of the Board of Trustees of the Columbia Memorial Hospital, member of the Board of Trustees of the Columbia-Greene Community College; Member of the Board of Trustees and Chairman of the Board of the Berkshire Taconic Community Foundation; and Member of the Board and Executive Committee of Trustees of WAMC Northeast Public Radio, Albany, New York.
