Born and raised in Philadelphia, Pennsylvania, Dan graduated from Temple University in 1980 with a Bachelor Degree in Actuarial Science with a class ranking of first in his major. He then earned his law degree from Temple University in 1983. He became a member of the New Jersey and Pennsylvania Bar Associations in 1983.
