About David

David P. Billings is a member of the firm's Litigation department.  Before joining Parsons Behle & Latimer, he served as a judicial law clerk to the Honorable James Z. Davis of the Utah Court of Appeals.

While attending law school, Mr. Billings served as a criminal clinic intern as well as a law clerk with the Salt Lake County District Attorney's Office in the Civil and Criminal Justice Divisions.  Upon graduation, he interned at the Campaign Legal Center in Washington, D.C.  Prior to law school, he worked as a legislative assistant for Massachusetts State Representative Deborah Blumer in Boston, Massachusetts.

Mr. Billings graduated with a J.D. degree from the University of Utah, S.J. Quinney College of Law.  He served as an articles and executive editor of Extra Muros, an international law journal, was named a William H. Leary Scholar and received the CALI Excellence Award for the highest grades in legislative process and election law. He also served as president of the Public Interest Law Organization.

Mr. Billings graduated with a bachelor's degree in international relations from Brown University.  His honors thesis was entitled "The Social Impact of German Reunification and Its Implications for Korea."  He also served as an assistant editor for the Brown Journal of World Affairs and is fluent in German.
