About David
David T. Bolger graduated from the University of Delaware in 1983 with a Bachelor of Science degree in Criminal Justice, and received his law degree from the Delaware Law School of Widener University in 1986, where he was a member of the Moot Court Honor Society and participated in the Phillip A. Jessup International Moot Court Competition in 1985 and 1986.
From 1978 through 1986, Mr. Bolger worked as a construction electrician for several electrical contractors, primarily on complex industrial and commercial projects. Following law school, he entered the United States Air Force with the Office of the Staff Judge Advocate General, and was assigned to Seymour Johnson Air Force Base in North Carolina as the contracts advisor of a $60 million contracting program. In 1990, he was transferred to the Air Force headquarters for Europe in Ramstein, Germany, where he served as one of two contract specialists overseeing all contracting activities at 39 bases throughout Europe and the Mediterranean region.
Mr. Bolger has served as an adjunct counsel to a multi-disciplinary contracting firm with offices throughout the country. In that capacity, Mr. Bolger has provided all manner of legal services to the various subsidiary organizations, to include advice on estimating and budgeting procedures, contract review and administration, project management and supervision, contractor licensing and registration, labor and employment issues, claims review and prosecution, litigation management, and the sale of corporate assets and wind down of corporate affairs. He has also served as an adjunct professor at Embry-Riddle Aeronautical University, lecturing in aviation law and aviation insurance.
Mr. Bolger's practice is concentrated in the areas of construction litigation and commercial litigation, primarily in the representation of architects and engineers.
Mr. Bolger is licensed to practice in Pennsylvania and North Carolina.
