Mr. Foley received a Bachelor of Science degree from Georgetown University in 1959. He attended Seton Hall University Law School on an academic scholarship, received the degree of Bachelor of Laws in 1962 and Doctor of Laws in 1967.

Mr. Foley was a law clerk to Judge Victor S. Kilkenny of the Superior Court, Appellate division in 1962.

He was formerly counsel to the Middlesex County Clerk and was township attorney and special counsel to the Township of East Brunswick in 1974 and 1975.

Mr. Foley served as a member of the Middlesex County Ethics Committee for seven years. He was Vice-chairman for two years. He is a member of the American, New Jersey State, New Brunswick and Middlesex County bar associations, the Association of Trial Lawyers of America, and the Middlesex County Trial Lawyers Association.

His practice concentrates on litigation involving personal injury of all types, product liability, malpractice, condemnation, zoning, corporation and real estate law.

Mr. Foley resides in Edison.
