About Douglas
Doug was born in Dallas, Texas. He received his B.A. in 1964 from Trinity University, San Antonio, Texas. After his honorable discharge as a 1st Lt. From the United States Air Defense, Center, Ft. Bliss, Texas, Doug commenced his legal training at Southern Methodist University where he received his J.D. in December, 1969. Doug is a Board Certified Personal Injury Trial Specialist from 1980-present. He is a member of the State Bar of Texas, Irving Bar Association, Tarrant County Bar Association, Dallas Bar Association, and past director of the Dallas Trial Lawyer Association.
Doug served as an Assistant City Attorney for the City of Dallas from 1970 to 1987. He began his training as an attorney as a prosecutor in municipal court. Only four years out of law school, he was chosen as Counsel for the City of Dallas to argue before the United States Supreme Court a constitutional challenge to the City of Dallas' loitering ordinance. Doug thereafter served several years as head of the Dallas City Attorney's Civil Trial Law Section where he maintained a heavy trial docket and administered and coordinated work of the other members of the City's civil litigation trial staff. Doug was lead trial counsel in major personal injury and death cases involving the Dallas Transit System, Surtran, Dallas Area Transit System, and the Dallas Police Department.
In 1987, Doug began a career in private practice. Recognized as an expert on eminent domain, the State Bar Association and Southwestern Legal Foundation have asked him on numerous occasions to provide seminars involving the representation of property owners, and governmental entities in eminent domain proceedings. Doug has numerous published opinions involving not only eminent domain and inverse condemnation, but also involving personal injury, wrongful death, illegal arrests and pursuits by law enforcement personnel, exercise of police powers in enforcement of ordinances and other municipal and local government law matters. He is admitted to practice before the United States District Courts for the Northern District of Texas, Fifth Circuit Court of Appeals and the United States Supreme Court.
