About Edward
Edward J. Parr, Jr., the resident partner in the firm's Washington, DC office, specializes in mass tort litigation and manages the firm's mass tort group. His background includes pharmaceutical, dietary supplement, and medical device litigation as well as counseling on FDA regulatory, administrative law, and product liability issues. Martindale-Hubbell recognizes Mr. Parr as an AV rated attorney, the highest such rating available to any individual lawyer.
Born in Greenwich, Connecticut, Mr. Parr received a B.F.A. from New York University in 1986. He earned his J.D. cum laude at the Georgetown University Law Center in 1993. Mr. Parr was admitted to practice law in the State of Louisiana in 1993 and the District of Columbia in 2002. Mr. Parr is a former Assistant Chief Counsel at the United States Food and Drug Administration where he represented the agency in enforcement litigation under the Federal Food, Drug, and Cosmetic Act, and in actions brought under the Administrative Procedures Act and the Freedom of Information Act. He advised the agency on regulatory issues relating to a variety of prescription pharmaceuticals and medical devices including tobacco regulations and orthopedic bone screws. Upon leaving the FDA, Mr. Parr entered private practice in Washington, D.C., representing pharmaceutical companies and other clients on matters before the FDA, FTC, DEA, CMS, and CPSC. Since 1998, Mr. Parr has worked with plaintiffs' attorneys around the country on mass tort litigations involving the drugs Baycol, Rezulin, Propulsid, Phenylpropanolamine (PPA), the diet drugs Pondimin and Redux, ephedra, Vioxx, Prempro and Premarin, Trasylol, Guidant ICD and Sulzer Hip Implant product liability litigations, as well as several securities, antitrust, and consumer fraud litigations.
Mr. Parr is an active member of the American Association for Justice (AAJ). He was awarded the AAJ's Weidman-Wysocki Citation for Excellence in 2005 and was a founding Chair of the Preemption Law Litigation Group. He is a frequent speaker at symposia on medical device and product liability litigation and has had several articles published on those subjects, both for AAJ and for other organizations. Mr. Parr has been an active member of the Food and Drug Law Institute, the Drug Information Association, and the Louisiana State Bar Association.
