He personally made medical judgment beyond his scope of expertise in defiance of all pertinent medical records was uniquely in possession of. Mr. Haas’ actions harmed a severely cognitively disabled, terminally ill client with full knowledge & irrefutable medical documentation his professional actions had no other outcome than harm to his client.
