The issue of "Board Meeting" is misunderstood by many. Just because a majority of a Board discusses something, does not constitute a meeting. Some kind of business action (motions, committing funds, writing a statute) has to occur. Talk is cheap and does not constitute "action". Legal basis of that concept is hard to find, thanks.
The information shared is truly appreciated. I find that Board members are not always fully informed, sharing information with them helps us all grow in the understanding required to be a solid HOA.
