About Francis
I graduated from the University of South Carolina School of Law in 1989. After serving one year as law clerk to the Honorable Randall T. Bell at the South Carolina Court of Appeals, I began my career in prosecution.
From 1990 to 1993, I served as an assistant solicitor in the Ninth Circuit (Berkeley County) on the Drug Strike Force where I prosecuted drug and drug related violent offenses. In 1993 through 1999, I prosecuted in the Eleventh Circuit (Lexington County) beginning as an assistant solicitor and then deputy solicitor for the circuit.
I prosecuted primarily violent crimes including murder and capital murder.
In 1999, I moved to Conway, South Carolina and I accepted the appointment of Deputy Solicitor for the Fifteenth Circuit (Horry and Georgetown Counties) where I served until December of 2009. In my career, I have successfully prosecuted over 100 murder cases including over 20 capital murder cases, many of which have been covered by national media. My focus over the last fifteen years was complex and major case litigation.
In January of 2010 after twenty years as a prosecutor, I entered private practice with the Monckton Law Firm focusing on criminal law and personal injury including wrongful death with a strong emphasis on litigation.
