A graduate of DePauw University and the Indiana University School of Law Indianapolis , Mr. Hoffman concentrates his practice in areas of tax incentive based creative and complex financing transactions and closely-held business organizations. Mr. Hoffman presently co-chairs the Firm's efforts to implement The American Recovery and Reinvestment Act of 2009 (ARRA).

Tax Incentive Financing Experience: New Markets Tax Credit Experience - outside general counsel, CBAI Community Development, Inc. (June, 2003 to present; $50 million allocation); outside general counsel, Fort Wayne New Markets Revitalization Fund, LLC (January, 2009 to present; $15 million allocation); Low-income tax credit/historic tax credit experience - in-house general counsel/executive vice president  for real estate private placement securities firm (Landmark Corporation) (1985-1991); investor's limited partner counsel - (1991 to present) to: Great Lakes Capital (f/k/a: Indiana Capital Fund for Housing) (Syndicator), National City Community Development Association, Key Community Development Corporation, Terre Haute First National Bank, and Indiana National Bank; lender's counsel - Bank One Indiana, N.A., Fifth Third Bank - Indiana, Star Financial (1991 to present); general partner's counsel - Pedcor Investments (Bruce Cordingley), Village Housing Corporation (United Fidelity), Indianapolis Housing Agency; tax advisor - PriceWaterhouseCoopers (f/k/a Coopers  & Lybrand) (1982-1985); Oxford Development Corporation, Anacomp R&D Partnerships; nonprofit advisor -  Chairman/Vice Chairman, Indianapolis Housing Agency (1996-1999); Director, Affordable Housing Partners, Inc. Creative Client Initiatives: Created the Wind Energy Manufacturers Associations, Inc. to attract capital investment under ARRA to Indiana, Created the New Markets Tax Credit Program for the Community Bankers Association of Indiana, Inc. - 2004 $50 million Allocation (S. Joe DeHaven); Combined Indiana CRED Credit, Local TIF Bond and NMTC to fund $5.5m start-up manufacturing plant (Marion, Indiana); combined local TIF Bond and NMTC to fund $20 million hotel/indoor waterpark facility (French Lick, Indiana); has closed over $150 million in NMTC financing (2004 to present); obtained 100.00% property tax exemption for Section 42 for-profit partnership; structured $2.4 million LIH tax credit equity transaction for Section 42 partnership funded with $6.0+ million of Hope VI funds; converted for-profit affordable housing management company to a non-profit; obtained court-ordered discharge of $2.0+ million in property taxes for affordable housing property in bankruptcy;.
