Frank was born and raised in Kansas City. He began college studying classical guitar performance at the UMKC Conservatory of Music and he graduated from the University of Kansas in 1988 with a degree in philosophy. He moved to Buffalo in 1990.
Frank received his J.D. from the SUNY at Buffalo School of Law in 1993 where he was selected for the Buffalo Law Review as well as a Ford Fellowship, which he served at the UN in Geneva. Frank began his practice in 1994 in the New York Legislature; from 1996 to 2005 he served as an Assistant District Attorney, mostly in the Felony Trials Bureau.
After leaving public service for private practice in 2005, Frank defended individuals and corporations against negligence claims. He established the Housh Law Offices in 2010, a litigation-based practice focused on civil rights for individual plaintiffs. In 2012, the Housh Law Offices became Trial Counsel to Bernhardi & Lukasik, PLLC, one of Western New York’s top regional law firms.
Frank annually chairs one of upstate New York's highly regarded legal seminars, "Supreme Court Review and Preview" which analyzes the year's most important constitutional decisions and serves on the Board of Trustees for the 36 libraries in the Buffalo and Erie County Public Library System
In addition to his law practice, Frank is a writer. He is a voting member of the National Book Critics Circle, a classical music critic for Buffalo Spree, and he occasionally publishes in the Harvard Law and Policy Review. He is Co-Chair of the Western New York Lawyers Chapter of the American Constitution Society, and an active member of both the New York State Bar Association and the Bar Association of Erie County.

If your case involves a lawsuit, look for trial experience. I have tried more cases to jury verdict than the litigation departments of many law firms.
