About Frank
Mr. Miller graduated from Gonzaga Law School in Spokane, Washington. He began his career with the Washington State Attorney General's Office in 1982. In 1984, he was assigned as legal counsel to the Gambling Commission. In 1986, he became the Commission's Deputy Director and in 1988 was given the responsibility of developing the Class III gaming negotiations process in Washington.
In January of 1992, he was appointed as Director of the Gambling Commission. Mr. Miller led the negotiations team for the state, which resulted in nineteen Tribal-State Compacts for Class III Gaming.
He has worked with numerous states and provinces in the development of gaming regulations and programs. In 1995, he was President of the North American Gaming Regulators Association (NAGRA). Prior to his presidency, he served as Vice President and was Chairman of NAGRA's Indian Gaming Committee. Mr. Miller has spoken throughout the U.S. and Canada on gaming regulation and control and is recognized as an expert in the area of gaming law and regulation.
On October 1, 1997, Mr. Miller ended his career with the state to enter private practice. He is the founding member of Miller, Malone & Tellefson, a premier legal and consulting firm focusing on gaming law and regulatory compliance.
