About Franklin

Frank graduated from the University of Arizona College of Mines in 1968 and practiced as an engineer with Phillips Petroleum Company for 5 years before attending law school at the University of Texas at Austin.  Following completion of his law degree, Frank was employed as in-house counsel with Exxon and Phillips Petroleum.  He has been a partner with the Goins, Underkofler firm since January 1993.  His practice is almost exclusively litigation and bankruptcy oriented and he holds a certification in business bankruptcy from the Texas Board of Legal Specialization.  Frank is also a licensed professional engineer in the State of Texas.
