About Franklin

Board Certified in Administrative Law by the Texas Board of Legal Specialization, Franklin represents an array of professional licensees, including physicians before the Texas Medical Board, where he previously worked as a Staff Attorney. That experience gives Franklin insight into the way the Board views its responsibilities and the posture they take in various enforcement actions. This allows Franklin as a Medical Board Attorney to provide highly individualized advice to his physician clients.

As a primarily administrative law practitioner, Franklin defends numerous types of professional licensees before their respective licensing agency. Franklin is experienced in agency/board/commission/department informal settlement conferences (“ISC”), defending temporary suspension and revocation hearings, along with mediations and contested case hearings at the State Office of Administrative Hearings (“SOAH”), including appealing final agency orders to district court.

Before joining the private sector, Franklin worked as a Staff Attorney at the Texas Medical Board, where he maintained a heavy docket of ISC’s and SOAH cases. Franklin also worked at the Texas Department of Licensing and Regulation (“TLDR”) where he prosecuted licensees for numerous occupations, including electrical and air conditioning contractors.

Prior to practicing law in Austin, Franklin served his country in the United States Army JAG Corps. Stationed at Fort Hood, Texas, Baghdad, Iraq, and Fort Sam Houston, Texas, Franklin prosecuted numerous felony cases as a Trial Counsel, Senior Prosecutor, and Chief of Military Justice. Franklin was Awarded the Defense Meritorious Service Medal for trying the most cases in Iraq in 2010, and prior to that was Awarded the Army Commendation Medal for being recognized as the top prosecutor at Fort Hood, Texas, which is the busiest criminal law jurisdiction in the United States Army.

Today, when not representing Texas Physicians, Franklin continues to serve by defending those who defend America. As a Major and Defense Attorney in the Texas Army National Guard, Franklin proudly defends Texas Veterans before administrative separations boards and non-judicial punishments.
