Legal:
Currently is a sole practitioner is engaged in general corporate and business litigation/transactional activities relating to contract, intellectual property, merger/acquisition, governmental and labor -related matters disputes. He is retained as corporate attorney and corporate officer/director for numerous corporations which provide engineering and technical services and develop/manufacture defense-related systems for U. S. and foreign governmental agencies and industrial entities. In the performance of these duties, he is responsible for all legal matters and is engaged in marketing activities for the sale of technical services and products to the U. S. Department of Defense and other governmental agencies. He is also responsible for performing coordination and liaison activities with congressional staff members and committees, procurement agencies, Defense Industrial Security Agency, State Department Office of Defense Trade Controls, U.S. Small Business Administration, Defense Contract Management Agency, and Defense Contract Audit Agency. He also prepares, coordinates, and negotiates teaming and proprietary information exchange agreements, contracts and licenses between major U.S. government contractors.
Previously served as Vice President/Corporate Counsel for Collazo Enterprises, Inc. and Colsa Corporation where he was responsible for all legal matters regarding the largest participant in the SBA minority-owned business program. Earlier, as senior partner of Rigney, Garvin and Webster P.C., he was engaged in civil and criminal litigation, general corporate practice, and intellectual property matters. Served as corporate counsel representing Government and commercial contractors in Federal and state courts. Conducted litigation before administrative tribunals, i.e., General Accounting Office, Small Business Administration, Defense Investigative Service, Armed Services Board of Contract Appeals, and Internal Revenue Service. Coordination and liaison with various legislative and executive agencies including Department of State, Department of Defense, Department of Commerce and U. S. Patent and Trademark Office. Served as University Counsel for University of Alabama Board of Trustees and represented the University of Alabama in Huntsville before judicial, legislative and administrative tribunals.
Technical:
As a senior member of the technical staff of various companies, including SAIC, Rockwell International, BDM, and Radiation, Inc., was engaged in the development of various radar and countermeasure systems. Performed evaluation of signal processing techniques, effectiveness of active and passive countermeasures, and performed tests and evaluation of various radar/ECM equipments.
