About Gene

Gene M. Garner II was born in Washington, D. C. in 1958.  He received a Bachelor of Science degree in Electrical Engineering from the University of Maryland in 1980, a Master of Engineering (Electrical) degree from Cornell University in 1981, and a J.D. from the University of Maryland School of Law in 1987.  In addition, Mr. Garner received a Master of Science degree in Biotechnology from Johns Hopkins University in 2001.

Mr. Garner is experienced in virtually all aspects of patent preparation and prosecution in the electrical and computer-related arts.  More particularly, Mr. Garner has prepared and/or prosecuted patent applications in Internet related technologies, including e-commerce, business models, multi-tier architectures, and image retrieval; computer related technologies, including hardware and software architectures, RAID storage devices, applications software, and systems; telecommunications including optical communications and cellular telephony; semiconductors, including devices, fabrication equipment, and testing equipment; computer graphics, including graphics pipelining and rendering; and medical devices including medical imaging systems and computer software related to biotechnology.

In addition, Mr. Garner has prepared and presented patentability, validity, and infringement studies in the electrical and mechanical arts.  Mr. Garner completed an internship in Japan in the patent division of a large computer manufacturer.

Further, Mr. Garner has lectured on patent-related topics in the U.S. and internationally.

During Mr. Garner's 10 years of computer industry experience, he designed and laid-out circuitry in a 32-bit microprocessor, developed telecommunications equipment, and designed and developed software and systems for various applications and business processes.

Mr. Garner is admitted to the Bars of Maryland and the District of Columbia, and to practice before the U.S. Patent and Trademark Office.  Mr. Garner holds memberships in the American Bar Association, the American Intellectual Property Law Association, the Bar Association of the District of Columbia, the Data Processing Management Association, the Institute of Electrical and Electronics Engineers, the IEEE Computer Society, the Tau Beta Pi National Engineering Honor Society (serving as President of his collegiate chapter at the University of Maryland), the Eta Kappa Nu Electrical Engineering Honor Society, Omicron Delta Kappa Leadership Honor Society, and Who's Who Among Students in American Colleges and Universities.
