Prior to Joining Kemet & Hunt, PLLC, Mr. Boyd maintained a sole practice and has now handled over 100 litigation cases ranging from family law, real estate and business litigation in Maryland and the District of Columbia. Prior to practicing law, Mr. Boyd advised members of congress on the influential appropriations committee and the Judiciary Committee.

As an advisor to a member of tie Appropriations Committee, Mr. Boyd helped garner millions of dollars of assistance for various programs and projects for the constituents of his members District.

It is important to point out that Mr. Boyd also served as the Members principle advisor with regard to an assignment on the Appropriations Subcommittee on Foreign Operations. This Subcommittee provides funding for United States Aid to Foreign Countries through the United State Agency for International Development, the Trade and Development Agency, the Overseas Private Investment Corporation and the Export Import Bank of the United States. In this position, Mr. Boyd helped secure funding for many projects related to education, healthcare, and other capacity building efforts in many countries.

Instrumental to the pursuit and acquisition of funding through these committees was a detailed investigation into the legitimacy of the organizations requesting the funds and the need for the amounts actually requested for the funds. Along these lines Mr. Boyd met with members of the organization requesting funds and raised questions concerning these issues. Mr. Boyd often met with individuals who benefited from the work of the organization as well as vendors and third party contacts whose business required their interaction with the organizations requesting funding.

Following this position, Mr. Boyd served as Minority Counsel to the Judiciary Subcommittee on Immigration Border Security and Claims. In this position, Mr. Boyd, was the Key staff member for immigration policy responsible for advising the Ranking member of the Subcommittee and all other Democratic members of the Subcommittee on immigration policy. The subcommittee on Immigration, Border Security and Claims was the subcommittee directly responsible for oversight of the then Immigration and Naturalization Service, which is now incorporated into the Department of Homeland Security (DHS). Among other things, Mr. Boyd, sat front and center and played an integral role in the integration of the former Immigration and Naturalization Service into the new DHS.

As the subcommittee principally responsible for the oversight of the Department of Homeland Security, Mr. Boyd was required to call witnesses for subcommittee hearings necessary to investigate the effectiveness of the Immigration and Naturalization Service in meeting its goals of servicing immigrants legally coming to the United States and deterring and removing immigrants who illegally sought and or gained entry to the United States. In this capacity it was Mr. Boyd's responsibility to structure for Members of Congress the, hearings, questions and other methods of investigation available to Members of Congress to determine critical policy questions. For example, Mr. Boyd helped shape the inquiry into the failure of the INS to detect some of the 9-11 conspirators since many of them gained access into the country through the student visa program. Mr. Boyd also helped investigate the strengths and weaknesses inherent in our social security system so as deter social security fraud by potential terrorists. Mr. Boyd's activities also included an investigation of the asylum and refugee programs to insure that it was not abused by potential terrorist These are just some of the immigration policy and EMS investigations that Mr. Boyd helped carry out during his tenure as the chief minority counsel with the Judiciary Subcommittee on Immigration, Border Security and Claims.
