James D. Halsey, Jr., one of the founding partners of the firm of Staas & Halsey in 1971, was born in Richmond, Virginia in 1935. After graduation from the University of Maryland with a degree in mechanical engineering, Mr. Halsey received his law degree from the American University. Early in his career, Mr. Halsey served as a U.S. Patent Examiner for three and one-half years. He then entered private practice, and for many years was involved in patent matters covering a broad range of technologies. He has also been responsible for handling many trademark matters during this time.


Mr. Halsey, for thirty-five years, has been actively involved in litigation relating to patent, trademark, unfair competition and antitrust matters in the U.S. federal courts and before the U.S. International Trade Commission and its predecessor The Tariff Commission. Mr. Halsey has also participated in trade regulation matters involving Pacific-rim countries, including anti-dumping investigations and customs matters before the U.S. Treasury Department.


Mr. Halsey is a member of numerous professional organizations, including: the International Trademark Association; the American Bar Association; and the American Intellectual Property Law Association.
