Based in Washington, D.C., Mr. Malone's practice is principally focused on providing government relations/lobbying services to clients in the D.C. metropolitan region. Mr. Malone represents clients with needs (legislative, regulatory and other) before the United States Congress, the U.S. Department of Transportation or its agencies (highways, transit, aviation, rail, automotive/truck safety, pipelines, hazardous materials or the like). Further, given his years of service as General Counsel to the Chief Financial Officer of the Government of the District of Columbia, Mr. Malone provides seasoned representation to clients with legislative needs before the D.C. City Council or regulatory/administrative needs before any of the agencies and instrumentalities of the District Government.

In addition to his background in government relations, Mr. Malone has a solid background in corporate and banking practice. He served as one of three attorneys in his prior law firm to represent the Federal Deposit Insurance Corporation (FDIC) in the state of Arkansas when it closed banks in the state during the 1980s and early 1990s and to represent the Resolution Trust Corporation (RTC) when it began closing savings and loan institutions in the state of Arkansas in the early 1990s. He handled hundreds of cases between these two federal agencies.

Malone has extensive experience representing the Federal Deposit Insurance Corporation (FDIC) and the Resolution Trust Corporation (RTC).  From the time that Malone was a second year law clerk through almost the first 10 years of his practice of law, he directly handled or was involved in hundreds of cases on behalf of the FDIC and RTC. 

Malone's law firm served as outside counsel for the FDIC.  Malone was one of three attorneys with the law firm who handled all of the cases assigned to the firm.  The team handled cases ranging from note collections, foreclosures, contract actions, director and officer liability and other.  Malone was involved in all aspects of servicing the needs of the FDIC.  Given the expertise of the firm and, more specifically, the team on which Malone worked, Malone's law firm was later called upon to represent the RTC when savings and loan institutions were going bankrupt.

Additionally, Malone represented various banks and financial institutions during his almost 13 year commercial litigation career.  During that time, Malone also served as an adjunct professor of law--teaching a banking law class from the regulatory standpoint. 

Malone served over five years as General Counsel to the Chief Financial Officer of the Government of the District of Columbia.  There Malone became even more versed in the area of municipal finance.  In private practice, Malone has participated in municipal finance transactions as bond counsel on behalf of state and local governments that issue General Obligation bonds (both New Money and Refunding), Pension Obligation Bonds (including $2 billion plus issuance), special tax obligation bonds and the like.

Mr. Malone taught banking law as an adjunct law professor at the University of Arkansas of Little Rock School of Law until he resigned to accept a gubernatorial appointment from then Arkansas Governor Bill Clinton to the University's Board of Trustees. He is a member of the Arkansas Bar Association, D.C. Bar Association, National Bar Association, and American Bar Association.
