About Kathleen
Kathleen Kibler Mahoney is a Member and the Managing Director of the law firm of Mahoney & Jeffrey, PLLC – M&J – "The Federal Employee's Law Firm ®". In December 1993, Ms. Mahoney opened her own legal practice under the name of the Law Office of Kathleen Kibler Mahoney. Thereafter, in 2003, Ms. Mahoney founded the law firm of Mahoney & Mahoney, LLP, predecessor to the current law firm of M&J.
Ms. Mahoney has over 15 years of experience in law practice management. Ms. Mahoney has litigated before both Maryland & District of Columbia trial courts, as well as handled appeals before the District of Columbia Court of Appeals and the United States Court of Appeals for Veterans Claims. Ms. Mahoney has lectured on the rights and responsibilities of litigants. Ms. Mahoney has testified before the Maryland Senate Judicial Proceedings Committee regarding women in business. She has also served as a member of the American Civil Liberties Union (ACLU) Death Penalty Think-Tank in Baltimore, Maryland.
Notably, Ms. Mahoney has served as a member of the Fee Arbitration Committee in Montgomery County, Maryland. As a member of that committee, Ms. Mahoney arbitrated fee disputes between attorneys and their clients. Due to her experience on that committee, Ms. Mahoney is committed that M&J charge its clients reduced hourly rates that are below the market rates charged by attorneys with comparable skills in order to further the firm's non-economic goals of assuring legal representation for individuals attempting to enforce individual, civil, and Constitutional rights.
Ms. Mahoney is a current member, and past Vice-President of Women Business Owners in Montgomery County, Maryland. In addition to her other volunteer work, Ms. Mahoney has served as the Past President of the Friends of Olney Theatre.
Ms. Mahoney is licensed to practice law in the District of Columbia and Maryland. Ms. Mahoney is also a member of the bars of the United States District Court for the District of Columbia and the District of Maryland, as well as the United States Court of Appeals for Veterans Claims.
Ms. Mahoney received her undergraduate degree (Bachelor of Arts) from the University of Maryland at College Park, and her law degree (Juris Doctor) from Catholic University School of Law in Washington D.C.
During law school, Ms. Mahoney worked for both the U.S. Attorney's Office and the Maryland State's Attorney's Office. Ms. Mahoney also helped research and edit the book, BEYOND CIVIL RIGHTS: CHURCH, STATE AND COMMUNITY IN BLACK BALTIMORE. Further, Ms. (Kibler) Mahoney has been listed in Who's Who: American Law Students, and was awarded the Columbus School of Law Dean's Appreciation Award and Delta Theta Phi's Outstanding Regional Law Student Award.
