About Kim

Kim Parker, a force in the legal world whose passion for justice is as fierce as her courtroom presence. With an impressive track record in bankruptcy, and personal injury law, Kim stands out not just for her legal prowess but for her unwavering commitment to her clients and their futures.

Before establishing the Law Office of Kim Parker, P.A., she honed her skills as an Attorney at the Law Offices of Norris C. Ramsey, P.A., where she navigated the labyrinthine legal system, litigating complex cases in both the Circuit and District Courts of Maryland. With numerous trials under her belt, she has emerged as a seasoned warrior in the legal arena, respected by peers and clients alike.

Kim’s legal journey began with a thirst for knowledge and justice. An alumna of the University of Baltimore School of Law, she earned her Juris Doctor in 1993, emphasizing her dedication to legal excellence. Her foundation was laid at John Jay College of Criminal Justice, where she graduated with a Bachelor of Science in Criminal Justice, consistently earning a spot on the Dean’s List. Before her academic pursuits, she served in the United States Army in 1985, infusing her practice with discipline, resilience, and a strong sense of duty.

At the heart of Kim’s practice lies her fervent belief in the power of advocacy. She asserts, “The fight for justice against corruption is never easy. It never has been and never will be. It exacts a toll on our self, our families, our friends, and especially our children. In the end, I believe, as in my case, the price we pay is well worth holding on to our dignity.” This poignant reminder fuels her determination and connects her deeply with her clients, understanding the emotional and financial stakes involved.

With 60% of her practice dedicated to personal injury, Kim approaches every case with strategic precision and a relentless pursuit of justice. She is admitted to practice in Maryland, the United States District Court for the District of Maryland, and the District of Columbia, enabling her to advocate effectively for her clients across multiple jurisdictions.

Beyond the courtroom, Kim is deeply engaged in her community and profession. She is a proud member of the National Alliance of Antigua and Barbados and serves on the Board of the HOSEA Corporation, demonstrating her commitment to social justice and community empowerment. Additionally, she is an active member of the Maryland Bar Association, District of Columbia Bar Association, and Monumental Bar Association.

Whether you’re facing the complexities of bankruptcy, navigating the challenges of personal injury claims, or seeking expert counsel on business matters, Kim Parker is the advocate you need by your side. Her dynamic approach, coupled with her innovative strategies, ensures that every client receives the personalized attention and dedicated representation they deserve.

Kim Parker obtains reversal of a Default Judgment Kim Parker obtains reversal of a Default Judgment Davis vs. Ferraro (Appellate Court of Maryland 2023) · Apr 17, 2023

Attorney Kim Parker successfully represented her client in an appeal against a judgment from the Circuit Court for Baltimore County in a civil action initiated by landlord Peter M. Ferraro for unpaid rent and property damages. The trial court initially entered a default judgment against the Client, claiming she failed to respond to Ferraro's complaint. However, Davis had submitted a document titled "Late Defense" within the prescribed time, which included a certificate of service and served as her answer to the complaint. The appellate court found that this filing was timely and constituted a sufficient response under Maryland law. It ruled that the circuit court erred in entering a default order against the Client, denying her motion to vacate, and subsequently granting Ferraro a default judgment. The appellate court emphasized the importance of focusing on the substance of legal filings rather than their labels. It reversed the circuit court’s judgment and remanded the case for further proceedings, ordering Ferraro to pay the costs associated with the appeal.
