He served as a Trustee of the North Syracuse Central School District Board of Education from 1988 through 1989, and as the President of the Board from 1989 through 1996. He also served on the Board of Directors of the Onondaga Madison School Boards Association from 1994 through 1996. In 1996, 2001, 2006 and again in 2011, the New York State Legislature elected Mr. Bottar to serve as a Regent of the University of the State of New York, the most comprehensive and unified education system in the nation. Over his tenure as a Regent, Mr. Bottar was Chair of the College and Career Preparation Work Group, Chair of the P-12 Education Committee, and was a member of the Higher Education and Professional Practice Committees. He was also Vice Chancellor of the Board from 2012-2016. In 2016, after 20 years and more than 10,000 hours of pro bono service to the State of New York, Mr. Bottar retired from the Board. Mr. Bottar resides in Manlius, New York, with his wife, Nancy, a registered nurse.

Byron A. Bilicki is the firm's founder and managing shareholder. Mr. Bilicki's 20 years experience includes trials and appeals involving patents, trademarks, trade secrets, false advertising, and unfair competition. His patent prosecution experience has covered diverse fields such as medical devices, optical equipment, consumer products, automotive and heavy-duty truck parts, ultrasonic transducers, and computer technology and software. He has also litigated high-stakes patent and trademark cases involving well-known marks, as well as trademark opposition and cancellation proceedings in the United States Patent and Trademark Office. In addition to litigation, Mr. Bilicki has done extensive work in IP due diligence and licensing. He also regularly advises clients as to patent infringement and validity issues and the availability of trademarks for registration and use. Prior to founding the firm in 1993, Mr. Bilicki practiced with Morgan & Finnegan’s New York City office and Kirkpatrick Lockhart Nicholson & Graham’s Pittsburgh office. Mr. Bilicki received a Bachelor of Science degree (Chemistry major) from Allegheny College and his Juris Doctor from the University of Pittsburgh School of Law, where he was a published member of the Law Review. Mr. Bilicki is admitted to practice before the bars of New York and Pennsylvania, as well as several federal district courts, and courts of appeals, including the Court of Appeals for the Federal Circuit. Mr. Bilicki is admitted to practice before the U.S. Patent and Trademark Office. Mr. Klipstein concentrates in two areas of the law: 1. Trusts and Estates, Estate Planning, Wills, Estate Administration, and Estate, Gift and Income Tax matters related to estates and trusts; 2. Immigration and Naturalization. He was admitted to the New York Bar in 1960 and is admitted to the Bars of the U.S. Supreme Court, United States Circuit Court of Appeals for the Second Circuit, and the United States District Courts for the Southern and Eastern Districts of New York. Mr. Klipstein received an A.B. Degree from Columbia College in 1957, his J.D. Degree from Columbia Law School in 1960 (where he was a Harlan Fiske Stone Scholar), and an LLM in Taxation from the New York University Law School, Graduate Division in 1965. He is a member of the American Bar Association, N.Y. State Bar Association, the Association of the Bar of the City of New York, the New York County Lawyers Association, the American Immigration Lawyers Association, the American Judges Association, and the Westchester County Bar Association. He has been or is a member or Chairman of various committees at these Bar Associations for may years. Mr. Klipstein contributed to Drafting New York Wills, Law and Forms, published by Matthew Bender (Lexis). He has also been an Arbitrator in the Small Claims Part of N.Y. City Civil Court (N.Y. County) since 1971.
