About Philip

Phil is a nationally-recognized expert in bankruptcy and insolvency law and workouts. He has served as chairman of the Bankruptcy and Commercial Law and Banking Sections of the Montgomery County Bar Association, is a member of the Banking and Commercial Law Section of the Maryland State Bar Association, and has served on several committees of the American Bankruptcy Institute. Phil has lectured for the Maryland Bar Association's MICPEL continuing legal education programs, the Montgomery-Prince George's Continuing Legal Education Institute, and at the annual meetings of the National Conference of Bankruptcy Judges.  In this time of economic turmoil, having Phil available to counsel clients on bankruptcy-related issues will be invaluable.
 
In addition to his bankruptcy and creditors' rights practice, Phil does extensive litigation in the federal and state courts on commercial and small business matters, including real estate and construction disputes and government contracts matters. Phil also has substantial experience in complex arbitration matters. He has argued numerous cases before the Maryland Courts of Appeal, the United States Court of Appeals for the D.C. Circuit and the U.S. Fourth Circuit Court of Appeals and has appeared before several federal administrative tribunals. His litigation experience includes prosecution and defense of class actions, legal malpractice suits, securities litigation, construction disputes, commercial disputes, contract litigation and real estate disputes.  Phil has "bet the company" litigation experience and further strengthens General Counsel, P.C.'s strong state and federal litigation team.
 
Phil received his juris doctorate in 1975 from the Catholic University of America.
