Phil is a native Oklahoman, born in Fairview, Oklahoma on March 17, 1962. He graduated from Oklahoma State University with a Bachelor of Science in Political Science degree in 1984 and a Masters of Public Administration in 1986. He later earned his law degree in 1992 from Oklahoma City University School of Law. He is admitted to practice before all State and Federal District Courts in Oklahoma. He is a member of the American, Oklahoma, and Garfield County Bar Associations and the Oklahoma Association for Justice.
Phil is a certified mediator who concentrates his practice in civil litigation. Phil serves on the Professionalism Committee of the Oklahoma Bar Association and is a member of the Family Law section of the OBA. Phil is an Ambassador for the Enid Chamber of Commerce, serves as a board member for The Commons (a United Methodist Continuing Care Retirement Community) and is active in his church. Phil and his wife Linda have two children, Drew and Emily.
