RICHARD S. MILLER, born Paterson, New Jersey, August 29, 1934; admitted to bar, 1959, New Jersey. Education: Rutgers University (A.B., 1955; LL.B., 1958). Editor-in-Chief, Rutgers Law Review, 1957, Law Clerk to Justice Haydn Proctor, New Jersey Supreme Court, 1958-1959. Member: Passaic County, New Jersey State (Chairman, Banking Law Section 1977, 1978), and American Bar Associations; Trustee (1987-1992); and Trustee and Chairman of New Jersey Lawyers Fund for Client Protection (1992); Trustee and Chairman Board of Trustees, New Jersey Lawyers Assistance Program (2000-2005).

From 1959-1962, Mr. Miller was a Captain in the United States Air Force Judge Advocate Corps. In 1962, he became a partner in Gardner and Williams, predecessor to Williams, Caliri, Miller & Otley, P.C.

For over 40 years, Mr. Miller's practice has been focused on the area of business and financial institutions from a regulatory standpoint. He was a member and former vice-chairman of the New Jersey Ethics Financial Committee (1989-1992), and currently serves as a member of the New Jersey Bankers Association Bank Lawyers Council. He was also a Director of Ramapo Bank and a Director of Ramapo Financial Corporation, (a bank holding company) from 1974 to 1999. He is a Director of Valley National Bancorp, since its merger with Ramapo in June of 1999.
