About Robert

Mr. Dowling concentrates his practice in the areas of Corporate and Business Law, Construction Law, Labor and Employment Law,  the Law Enforcement Officers' Bill of Rights and Workers' Compensation. He regularly represents clients in state courts throughout Maryland and before State administrative agencies, including: the Maryland Workers' Compensation Commission and the Maryland Home Improvement Commission.  Mr. Dowling is also an authorized plan attorney for the F.O.P. Grand Lodge legal defense plan.
 
Mr. Dowling has over two decades of military, law enforcement and legal experience. Mr. Dowling has been associated with an insurance defense firm in Baltimore City, MD, where his practice concentrated on workers' compensation defense, general business matters and insurance defense; and a general practice firm in Ellicott City, MD, where his practices concentrated on business and transactional law, construction law and civil litigation.  Mr. Dowling is certified by the Maryland Police Training Commission as an instructor and has taught both entry level and experienced officers.  Mr. Dowling also served with distinction in the United States Marine Corps. from 1983 to 1987, and was awarded the Presidential Service Certificate and Badge by direction of President Ronald Reagan for his service while assigned to Camp David.
