About Scott
Mr. Holwick works primarily in the firm’s Water Practice Group, representing clients in water right and other water related areas, including water rights litigation, water quality issues and transactional matters.
Mr. Holwick assists clients throughout Colorado, including municipalities, special districts, water conservancy districts, mutual ditch and reservoir companies, farmers, ranchers and developers. Mr. Holwick also represents both emerging and mature companies, many of which focus on sustainable technologies.
Mr. Holwick represents buyers and sellers of water rights in water right and real estate transactions. He also assists clients in other transactions, including conservation easements, commercial and agricultural leases, technology sales and licenses, asset sales and purchases, and development and supplier agreements.
Throughout his career, Mr. Holwick has appeared in federal and state courts, appellate proceedings, and administrative hearings. He has drafted legislation and often appears before legislative committees to testify on proposed legislation.
Mr. Holwick is the current chairperson of the Boulder County Planning Commission. He delivered a presentation on Objective Measures of Neighborhood Character at the 2009 National American Planning Association Conference in Minneapolis. He is interested in and dedicated to land stewardship, including the preservation of agricultural lands buffering urban boundaries.
He is a past Director of the Boulder County Bar Association, a former Commissioner appointed by the Governor to represent the 4th Congressional District on the Colorado Commission on Aging and is actively involved in the local community.
