Mr. Jeffers joined our firm in 1994 and became a shareholder in 1996. For more than 20 years, he has focused his practice primarily on water rights and related real estate and environmental matters. Mr. Jeffers also assists clients in the creation and evaluation of conservation easements affecting land and water rights.

Mr. Jeffers represents several towns and cities as special water counsel, including development of new water supply projects, protection of existing water supplies, and evaluation of water dedications for new developments. He works on behalf of ditch and reservoir companies, water districts, water conservancy districts, and private landowners on matters related to adjudication and administration of water rights, ditch and reservoir easements, well permits, augmentation plans, substitute water supply plans, and exchanges, as well as transactions involving the purchase or sale of farm and ranch land and water rights, contract negotiations and financing.

Mr. Jeffers is a member of the Water, Environmental and Agricultural Law Sections of the Colorado Bar Association, the Water Resources and Environmental Law Section of the American Bar Association, the Boulder County Bar Association, and Colorado Water Congress. He is also a past member of the Boulder County Parks and Open Space Advisory Board and Louisville Local (Liquor) Licensing Authority. Mr. Jeffers has also done substantial pro bono legal work for the Girl Scouts and several Colorado land trusts.

Mr. Jeffers has practiced in the Water Courts in all seven Water Divisions in Colorado, and has extensive experience working with the State Engineer, Colorado Ground Water Commission, Colorado Water Conservation Board, and other state and federal agencies.
