THOMAS R. RAFALSKY, Partner. Mr. Rafalsky's primary practice is in the areas of health care, not-for-profit organization and general corporate law.
In the area of health care, Mr. Rafalsky represents a variety of health care and human service providers, including hospitals; diagnostic and treatment centers; nursing homes; ancillary service providers; and special need providers such as family care organizations, substance abuse facilities, and mental health facilities. His primary focus is ambulatory, community based services, and he has significant experience in regulatory and reimbursement matters. Mr. Rafalsky is noted for his knowledge of laboratory regulatory issues and is the President of the New York State Clinical Laboratory Association, a not-for-profit trade association representing the interests of clinical laboratories operating in New York State.
In the areas of not-for-profit organizations law, Mr. Rafalsky represents exempt institutions offering programs which include cultural, educational, housing, youth, treatment, and religious services. Mr. Rafalsky's experience includes the areas of Internal Revenue Code compliance, fundraising requirements, charitable registrations, tax exemption issues, personnel policy issues, and general corporate matters.
Mr. Rafalsky also has extensive experience in the fields of administrative law and litigation. He assists clients in the area of government relations and is a registered Lobbyist with New York State.
Mr. Rafalsky received his Bachelor of Arts degree from Dickinson College in 1965 and his law degree from New York University School of Law in 1968. He is a member of the Bar of the State of New York. Mr. Rafalsky is admitted to practice in the United States District Courts, Eastern and Southern Districts, and before the Supreme Court of the United States.
