About Timothy
Timothy Dugan chairs the Zoning and Land Use Practice Group. He represents his clients involving legislative, planning and regulatory processes, including: master plans; regional and local land planning; legislation affecting development; subdivisions; special exceptions; permits; historic designations; and environmental regulations. He has appeared before State and local governmental and regulatory bodies, including: Maryland Senate and House Legislative Committees; the Montgomery County Council; the Mayor and Council of Rockville; the Mayor and Council of Gaithersburg; and the Maryland-National Capital Park and Planning Commission. Mr. Dugan also has represented clients in appellate litigation before the Maryland appellate and circuit courts.
Mr. Dugan has served on a variety of State and local land use and planning committees and panels. He served on the Maryland State Highway Administration's Land Use Expert Panel for the Intercounty Connector (ICC). He was a member of the Maryland-National Capital Park and Planning Commission's (M-NCPPC) Transportation Policy Task Force. He was a member of the M-NCPPC White Flint Sector Plan Advisory Group.
