Timothy obtained a B.A. from the University of California, Berkeley, and a J.D. from Golden Gate University, San Francisco. Timothy is licensed to practice in California and has been an active member of the California State Bar since 1987. He is admitted to practice before the United States Court of Appeals, Ninth Circuit, and the United States District Court for the Eastern, Northern and Southern Districts.
