Tom D. Matthews, Jr. was born in Dallas, Texas on August 8, 1936. He was admitted to the Bar of the State of Texas in 1960, and has been subsequently admitted to practice in all Federal District Courts in Texas. Mr. Matthews was educated at Southern Methodist University, receiving a B.B.A. in 1957 and an LL.B. in 1960. At SMU, he was a member of Delta Theta Phi. Mr. Matthews is the author of Bonds and Liens on Construction Work in a publication by the State Bar of Texas in 1980. He is a member of the Dallas Bar Association (former Councilmember and Chairperson, Construction Law Section) and the State Bar of Texas (Member, Construction Law Section, Member, Real Estate Section). Mr. Matthews has made presentations to and spoken at seminars for state, regional and local legal and trade groups relating to materialmens' liens and bond claims. He also has testified before the Texas legislature on Materialman lien and bond issues.
