VICTOR C. OTLEY, JR., born Birmingham, Alabama, February 9, 1936; admitted to bar, 1960, New Jersey. Education: Dartmouth College (A.B., 1957); Rutgers University (LL.B., 1960). Phi Delta Phi. Mr. Otley joined Gardner and Williams in 1960. His practice has included litigation (banking, commercial, chancery, fidelity and surety, construction, condemnation, securities, and real estate), banking (loan workout and restructuring); real estate development (acquisition and sale, governmental approvals, financing and leasing), and business (planning, financing, purchase, sale, and reorganization).

Mr. Otley was Chairman of the Board of Directors of Pilgrim State Bank from 1970 to 1993 and was a Director of Ramapo Bank from 1970 to 1999. He was a Director of Ramapo Financial Corporation (bank holding company) from 1974 and served as Chairman of its Board of Directors until Ramapo merged with Valley National Bank in June of 1999.
