Anna grew up in Beaver County, Pennsylvania, and earned both her undergraduate degree in finance and her law degree from Duquesne University. She also received an LLM with first-class honors from the Irish Centre for Human Rights at the National University of Ireland in Galway. As a graduate law student in Ireland, part of Anna's studies focused on access to and delivery of health care.

Before attending law school, Anna worked as a credit analyst at Chemical Bank, now Chase Manhattan Bank, in New York City. As a lawyer, Anna served as a law clerk for Judge Francis X.
