About David
David J. Gromelski received his Bachelor of Science degree in 1986 from the University of Scranton and his law degree from Seton Hall Law School in 1989. Mr. Gromelski concentrates his practice in all aspects of environmental law, toxic tort and land use. Before entering private practice, Mr. Gromelski was an Assistant Counsel with the Pennsylvania Department of Environmental Protection (DEP) from 1990-1999. He served for three years as Assistant Regional Counsel in DEP's Northeast Regional Office in Wilkes-Barre, handling litigation, enforcement, compliance and permitting issues in a wide variety of program areas. He also served for six years as Assistant Counsel in DEP's Bureau of Regulatory Counsel in Harrisburg where he developed regulations, handled special litigation, and counseled central office programs including municipal and residual waste, dam safety, wetlands and waterways, oil and gas, erosion and sedimentation, and non-point source pollution. In addition, Mr. Gromelski was counsel to the State Conservation Commission where he played an integral role in the development of the first regulations in Pennsylvania regulating large scale animal operations.
Mr. Gromelski has extensive experience in environmental regulatory matters, having appeared before DEP, the Environmental Quality Board, and the Independent Regulatory Review Commission. He also has extensive litigation experience and has appeared before the Environmental Hearing Board, various municipal zoning boards, several Courts of Common Pleas, the Commonwealth Court, the Pennsylvania Supreme Court, and the United States District Court for the Middle District of Pennsylvania.
Representing a broad base of interests, Mr. Gromelski's clients include businesses, individuals and governments. Among his clients are land development, mining, wind power and energy companies; farmers; municipalities and sewer authorities; non-profit organizations; and individuals. He has represented thousands of plaintiffs in several multi-plaintiff and class action matters involving toxic torts and environmental contamination.
Mr. Gromelski is a member of the Lackawanna Bar Association and the Pennsylvania Bar Association's Environmental, Mineral and Natural Resource Section. He serves on the Board of Directors of the Lackawanna River Corridor Association and on the Advisory Board of the Countryside Conservancy. In addition, he is a member of the adjunct faculty at Keystone College where he teaches environmental law.
