Mr. Jacob is a former municipal police officer with an accredited police department. His emergency services experience spans more than 10 years, as a 911 operator, firefighter and police office. Mr. Jacob is also a former deputy attorney general for the Commonwealth of Pennsylvania, Office of Attorney General. His law enforcement and litigation experience provide him with a unique perspective and have permitted him to successfully represent clients in civil rights litigation. Mr. Jacob believes that civil rights litigation is one of the best ways to ensure that law enforcement entities both implement and follow the highest standards in the industry. Essentially, Mr. Jacob is supporting and helping to better the profession of law enforcement by holding it accountable to the people. Less than two percent of federal cases proceed to trial and are decided by a jury. However, Mr. Jacob has obtained federal jury trial experience. In addition, Mr. Jacob is a certified federal mediator in the United States District Court for the Middle District of Pennsylvania. Similarly, Mr. Jacob has successfully represented numerous plaintiffs and defendants during mediations. Jacob Litigation is able to leverage Mr. Jacob’s extensive mediation experience, and law enforcement and insurance industry experience, to negotiate settlements that benefit its clients. Cases
John R. Zimmerman v. Thomas W. Corbett, et al., a federal civil rights case resulting from then Attorney General Corbett’s malicious prosecution of John R. Zimmerman. Karissa A. Ronkin v. Andy B. Vihn (District of Columbia), a federal civil rights case against a police officer who was caught on video assaulting Ms. Ronkin in the Metro train station. Steven E. Landis v. Chad R. Moyer, et al., a federal civil rights case resulting from the unlawful arrest and beating of Mr. Landis by police officer Chad Moyer and other officers of the Springettsbury Township, Pennsylvania, police department. Mr. Landis suffered five broken ribs and was Tasered numerous times. The beating was captured on video. Debra L. Williams v. Chad R. Moyer, et al., a federal civil rights case resulting from the unlawful beating of Ms. Williams by police officer Chad Moyer and other officers of the Springettsbury Township, Pennsylvania, police department. At the time of the beating, Ms. Williams was in the rear seat of a patrol vehicle, with her hands handcuffed behind her back, and with her feet shackled. The beating was partially caught on video. Christopher G. Broadwater v. Christian D. Fow, a federal civil rights case resulting from an unlawful beating sustained by Mr. Broadwater while in the custody of the Pennsylvania State Police. The incident was partially captured on video. Bryan N. Kubic v. Stephen Allen, et al., a federal civil rights case against officials of the Pennsylvania Department of Corrections resulting from the unlawful arrest and employment termination of a decorated war veteran. The frivolous criminal charges were dismissed. Farzad Sharif v. Rodney A. Manning, et al., a federal civil rights/employment law case resulting from the Pennsylvania State Police’s failure to timely promote a person of Iranian ancestry sergeant to the rank of lieutenant. Michael Jacobs, et al. v. The Center for Organ Recovery & Education, et al., a federal wrongful death case brought by the parents on behalf of their 19 year old child who died when life support was unlawfully terminated for the purpose of harvesting his organs. Mary E. Gray, et al. v. City of Bossier City, et al. (Louisiana), a federal civil rights case resulting from the death of Scott Gray, who was unarmed when a police officer shot him five times killing him. Donna R. Aughenbaugh, et al. v. Jerome DeJulia, et al., a federal civil rights case brought by the parents of an adult child whose physician supported his drug habit and who was permitted to commit suicide while in prison. Michael Allen, et al. v. City of York, et al., a 2003 federal civil rights case resulting from the shooting death of Lillie Belle Allen during the 1969 race riots that occurred in the City of York. Steven D. Crawford v. Commonwealth of Pennsylvania, et al., a federal civil rights case wherein Steven Crawford claimed that he had been maliciously prosecuted for murder and wrongfully incarcerated for 28 years.
