About Franklin

Frank Dawkins is a native of Shreveport, LA and has lived in Lafayette for thirty-three years. He is a graduate of Southern Methodist University with a BBA in accounting, a graduate of LSU Law School with a Juris Doctor, and a graduate of the University of Houston Law Center with an LL.M. in Health Law. He is married to the former Christel Carpenter, an artist, and they have two grown children, Dr. Claire Dawkins, an instructor at the Stanford University Online High School in California, and Will Dawkins, an occupational therapist with The Methodist Hospital System of Houston at its satellite hospital in Baytown, TX, San Jacinto Methodist Hospital.

Following graduation from LSU Law School, he clerked for U. S. District Judge E. Gordon West in Baton Rouge, LA, then joined the newly formed McGlinchey, Stafford law firm in New Orleans for a year. He then moved back to his hometown of Shreveport and served as an Assistant U. S. Attorney for three years prosecuting federal criminal cases before accepting an offer to join an insurance defense law firm in Lafayette. He worked for eight years doing primarily insurance defense work, including automobile defense, product liability defense, maritime personal injury defense work, as well as federal and State criminal defense work.

In late 1989, he left the insurance defense practice and opened his own office as a solo practitioner doing plaintiff’s personal injury, family law, and criminal defense litigation. Over time, his practice has focused on federal and State criminal defense, plaintiff’s personal injury, mediation and arbitration, and most recently, health law advising physicians and other allied health professionals regarding the intricacies of the federal regulatory and statutory landscape pertaining to the modern practice of medicine. He has also advised physicians and allied health professionals in contractual and business matters pertaining to their practices. He has also represented physicians and nurses in disciplinary matters before the Louisiana State Board of Medical Examiners and the Louisiana State Board of Nursing.

Most recently, he has handled criminal cases in federal court involving environmental law, public corruption and bribery, and drug conspiracy.
