About Gregory
Gregory Powers has significant experience in the areas of governmental affairs, land use, planning and zoning, and environmental laws. He focuses on assisting private and public clients with development entitlements, California Environmental Quality Act ("CEQA") compliance and litigation, permitting issues, and resource agency approvals. Mr. Powers represents clients in hearings before administrative tribunals and legislative bodies, and in all aspects of litigation before state and federal courts.
Mr. Powers has served as a contract City Attorney for several cities, and as a contract General Counsel and Special Counsel for several school districts, water districts, and joint powers authorities. He frequently advises public and private clients on governmental laws, including the Ralph M. Brown Act, the Political Reform Act, the Mitigation Fee Act, and public construction and bidding laws. He also advises landowners and developers in a wide range of land use and entitlement matters.
Prior to joining JDTP, Mr. Powers was Regional Land Use Counsel for one of the largest residential and mixed-use master developers in the western United States. He was responsible for all aspects of the environmental review, entitlement processing, utilities infrastructure planning and construction, and permitting issues. He also negotiated and drafted development agreements, purchase and sale agreements, ground leases, and infrastructure bidding and construction documents for a variety of residential projects and related amenities.
Mr. Powers began his legal career as a Deputy City Attorney for the City of Glendale, the second largest city in Los Angeles County. In Glendale, Mr. Powers spent three years as a City Prosecutor, and also represented the Department of Community Development and Housing in transactional and litigation matters and the Glendale Department of Water and Power in land use, water, and energy matters.
