About Harvey

Harvey B. Cooper is a partner with the firm. He joined the firm in 1976. Mr. Cooper focuses his practice on wireless communication, employment law, corporate law, and civil litigation.

Mr. Cooper has developed a strong emphasis representing PCS wireless telephone companies with regard to site acquisition, zoning and leasing of sites. He has worked extensively with carriers and zoning authorities on wireless site issues and has been involved in both initial building and upgrading of PCS communication systems and litigation under the Federal Telecommunications Act.

In his employment practice, Mr. Cooper advises business clients on the development, implementation and monitoring of programs for their employment practices. These include federal and state laws impacting the workplace, such as sexual harassment guidelines, employee drug and alcohol testing, the Family Medical Leave Act, the American with Disabilities Act, and discrimination in the workplace. Mr. Cooper has extensive experience drafting employee handbooks, employee policies and procedures, employment applications, and other employment-related forms and communications. He spends much of his time counseling clients on day-to-day employment situations, including hiring, discipline, discharge, discrimination, compensation and related problems. He also defends corporate clients in discrimination, wage and hour, government contractor compliance, wrongful discharge and other employment matters before administrative agencies and state and federal courts.

In his civil litigation practice, Mr. Cooper has litigated many complex litigation involving construction, contract zoning, RICO and other business matters.

Mr. Cooper received his Bachelor of Arts from Temple University in 1969. After serving in the U.S. Air Force as an intelligence analyst and briefing officer, he graduated magna cum laude, receiving his Juris Doctor degree from the Creighton University School of Law in 1976.

Mr. Cooper is a member of the Omaha Bar Association and the Nebraska State Bar Association. He is a past director of Beth El Synagogue and the Jewish Federation of Omaha. Mr. Cooper has served on the Federal Practice Committee for the United States District Court for the District of Nebraska and on the Executive Committee of the Labor and Employment Law Section of the Nebraska State Bar Association.
