Ira E. Hoffman has been practicing law for nearly 30 years, focusing on government contracts (e.g., bid protests, claims, intellectual property rights, small business issues, NISPOM, audits and investigations), international (EAR, ITAR, OFAC, FCPA and FMS), and, more recently, cybersecurity law. Before joining Offit Kurman, he served as a Court Law Clerk at the U.S. Court of Appeals for the D.C. Circuit; counsel to the Israeli Ministry of Defense Mission to the U.S.; and as counsel to the Vice Chairman of the U.S. International Trade Commission. He also taught International Trade Law and EU Law as an adjunct instructor at the George Mason University School of Law; is the Editor of The Annotated Export Administration Regulations Desk Reference (West 2013); and author or co-author of articles on cybersecurity law, EAR, ITAR, and FCPA. He is a Director and Instructor for the Public Contracting Institute, and a member of the Governor's International Advisory Council (of Maryland), the CyberMaryland Advisory Board, and the Board of the Maryland/Israel Development Center.
